Independent regulations that accountants follow require that monitoring be done internally. There are many managing agents in New York City that have sufficient control structures to accomplish this. This year’s unusually severe winter weather is doing more than making us wear more layers and digging out. After three wonderfully mild winters, it is causing fuel oil prices to rise 10% since October. This is compounded by increased consumption by boilers responding to almost 20% higher degree days in December and 25% in January.
